software license query

Hi, I'm new to the forum but was wondering if someone can help me
with a query I have.

I purchased a DFK31AF03 off ebay but it came with no software disk
and I was wondering if its possible to get/purchase a license for
IC capture so I can install the tool.

Also if it is possible can this license be used to install the SDK ?
