Speed of Frame on USB converter

I'm writting you about the USB converter.
I use Visual C++ with a converter USB. I have a window to parameter my converter speed , size ...

But I can't change my speed. Its by default 25 FPS. But I want less speed ( 5 FPS )

I am very sorry, but only the PAL-B (25fps) and NTSC (29.9 fps) frame rate is supported. The only way for slowing down is throwing away all not needed frames and display only every fifth frame.
