I have IC3.0 as it is delivered with the DFK 21B04 Camera. How can I create a device Dialog as it is in de Sample Demo Application.exe in Delphi??

The device dialog can be shown with the method ICImagingControl.ShowDeviceSettingsDialog(). Please refer to:
