I am trying to write a VB capture program for the 41f02 and the 31bf03. I am having various problems... I should be able to capture both cameras in the same program by using two controls. Right? Where are the latest downloads?

Yes, this is correct. Since you do not write anything about an error message or describe your problem in any way, i will guess what is going on: You can no start both cameras togehter, startlive fails. I think there are bandwidth probem on your FireWire bus. Please refer to:
