I get the following error when I try and open the program with visual basic in XP:

Line 223: Property OleObjectBlob in ICImagingCtrl could not be set.
Line 223: Cannot load control ICImagingCtrl; license not found.

What can I do to even get it to open?

Normally, this error should not occur, if IC Imaging Control has been installed correctly with the setup.exe.

Also you can try to do following:
Rename the file "ICImagingControl.oca" to "ICImagingControl.oc". The file is located in the "bin" directory of your IC Imaging Control installation.
