Is it by accident that finding the system requirements for this software on this web site is equivalent to rocket science?

Try the online user manual. Short answer: every version of Windows from 95 on.
Version 9 runs well on a Pentium 133 with Win98SE and 32 MB of RAM (our slowest test machine).
The only minor limitation of 95/98/ME is that non-English character codes above 255 (for example Cyrillic) do not work properly on English versions of Windows. These codes work fine on (English) NT/2000/XP.
